      Lying adjacent to Nanjing on the east and the north, bordering Yushan District on the south and adjoining the Yangtze River on the west, Huashan District is the city proper of Ma’anshan due to its clusters of businesses, cultural and educational establishments and human residence. Covering 179 square kilometers in total, the district has 1 town, 8 sub-districts, and 39 communities with a total population of nearly 500,000. Among the three counties and three districts under the administrative jurisdiction of Ma’anshan, Huashan District has benefited from its modern service industry to boast strong comprehensive strength with its GDP ranking first in the city for many years. 
      Under the strong leadership of the municipal party committee and the municipal government over the past years, Huashan District has explored a new path of development that prioritizes ecology and highlights green development by seizing the opportunity of the integrated development of the Yangtze River Delta, making active response to difficulties and challenges for further opening up and integration and taping development potential through reform. By giving full play to the growth of the local industries and attracting external resources, Huashan District has reported sustained growth featuring stability through improvement and quality through acceleration. 


      Constituting the core of the Nanjing and Hefei Metropolitan Areas, Huashan District is an important transportation passageway linking up Anhui with Jiangsu and Ma’anshan with Nanjing. Offering easy transportation access, the district is 18 minutes’ high-speed train ride away from Nanjing and 2 hours from Shanghai and half an hour’s bus ride away from Nanjing Lukou International Airport. 
      The district is also known for its shorelines and ports along the Yangtze River with Ning’an Railway, Ningtong Railway, Ningwu Expressway and National Trunk Highway 205 passing through the urban areas and Ma’anshandong High-speed Railway Station and the coach terminal located in Xiushan New Area. 
      Nanjing Metro Line 8, Lukou International Airport Rail Transit Line and Chaoma Intercity Railway will converge in Huashan District. The Ningma highway expansion project and the missing links on the highways between Putang of Ma’anshan and Jiangning District of Nanjing will be connected. Benefiting from the improvement of the modern comprehensive transportation system, the one-city effect is being amplified in the Yangtze River Delta, as is evidenced by the flow of people, logistics, and information that have brought about endless business opportunities. 
      With a ratio of 0.5:33:66.5 for its primary, secondary and tertiary industries, Huashan District has continuously optimized its industrial structures, as is evidenced by the emergence of the modern service industry as a leading industry and the accelerated development of the software information and leisure tourism as strategic emerging industries. Its papermaking, electric power, and industrial gas enterprises boast competitive strength by paying more than 100 million RMB yuan of taxes each year. Ma’anshan Software Park, an important economic sector of Huashan District, stands for the potential and hope for future development. The park covers about 1 square kilometer with 500 mu planned for phase I project and 1,000 mu for phase II. 


      Its Internet town is listed among the specialty towns at the provincial-level. In 2020, its software park was approved as a provincial service outsourcing demonstration zone. Spearheaded by software R&D system integration, service outsourcing, e-commerce, Internet+, and cultural creativity, the Software Park focuses on the development of big data cloud computing, geographic information, and software + intelligent manufacturing industries. 
      Through innovative ways of cooperation, the sub-parks of the Software Park have formed a “one park, one product” pattern, including Rongji Yungu E-commerce Industrial Park, Yinjiang-Zhe’a Cross-border E-commerce Industrial Park, Bangning Electronic Information Industrial Park and the only geographic information industrial park in Anhui Province. 
      Huashan District posted steady economic growth in 2019 by reporting 42.891 billion RMB yuan of regional GDP and 2.61 billion RMB yuan of fiscal revenue, up 8% and 12.3% year on year. The added value of the industrial enterprises above designated size totaled 4.925 billion RMB yuan, a year-on-year increase of 2%. The district also recorded 6.5 billion RMB yuan and 21 billion RMB yuan in the investment in fixed assets and the total retail sales of consumer goods, up 2% and 11% from a year earlier. The import and export volume totaled 200 million US dollars. The above figures have enabled Huashan District continue to rank foremost in the city’s comprehensive assessment of economic operation. 
      Huashan District is backed up with a rich pool of talents through its close cooperation with Anhui University of Technology and Wanjiang Vocational and Technical College and the settlement of the Institute of Information Technology, Anhui University of Technology, in the Software Park. The District government has also forged long-term partnership with prestigious universities in Shanghai, Jiangsu and Zhejiang, the three provincial regions in the Yangtze River Delta, through the launch of talent training bases at Fudan University, Nanjing Normal University and Hangzhou Normal University. The national and provincial makers’ spaces and incubators of Ma’anshan Software Park have provided a good development platform for the cultivation of entrepreneurial and innovative talents and the utilization of maker resources. Efforts are being made to explore the establishment of a collaborative system of research and development (R&D) with enclaves in Shanghai, Jiangsu and Zhejiang and incubators in Huashan District. With more than 10,000 mu of idle land available for industrial development, the district can fully meet the needs of enterprise for scale development due to its rich land resources. 


      Sticking to a new path of development that prioritizes ecology and highlights green development, Huashan District has posted remarkable progress in ecological and environmental conservation. Spearheaded by the overall environmental regulation of the Xuejiawa Area, the district has launched special programs to address the ecological restoration along the Yangtze River shorelines in a bid to build an urban ecological living room, as is demonstrated by the earth-shaking changes in the ecological environment of the Huashan section and the east bank of the Yangtze River. Continuous efforts have been made to carry out environmental overhaul in the north entry-exit of the local expressway, Ningwu Expressway, the surrounding areas of the Ma’anshandong High-speed Railway Station and residential communities for the improvement of the city’s image and living environment. Putang Leisure Resort in the eastern suburbs is known for its original and natural landscape that has endowed the city with an excellent ecological environment and rich tourism resources, as is evidenced by its approval as the first batch of tourist resorts at the provincial level and Putang National Resort Park as AAAA national tourist attraction.
